The Telecommand Approach

Telecommand follows a disciplined approach towards project execution using standard development processes including

  • Rational Unified Process; and
  • Enterprise Unified Process

Telecommand's strict adherence to these processes prevents errors and shortens delivery time.

In project management, all projects, however small, follow the classical project management principles with strong emphasis on

  • Product quality assurance,
  • Change management,
  • Documentation and Testing

Adopting InformationTechnology requires that users change the way they work. While IT systems ultimately reduce labor and improve quality, there is a learning curve. Focusing first on the needs and habits of the users, Telecommand customizes applications to increase user acceptance and smooth the transition.

The Telecommand Team

Telecommand's team members have been chosen for their exceptional talent and experience. The interview process is rigorous and only the best are chosen. We also believe that, as important as technical knowledge, is an ability to listen to and deliver based upon the customer's needs.

Case Studies

Data warehouses, data marts and related business intelligence and decision support systems create strategic information out of disparate data locked up in operational systems. The information you need to operate effectively is in your systems. Telecommand helps you find it and use it.

The examples below from actual Telecommand case studies illustrate how data warehousing can improve the financial health of an organization.

Case #1: Data Warehousing Project to Improve Financial Controls and Reporting for Large Healthcare Provider

Problem:
Client needed tighter financial controls. The client used a time consuming manual process to unify different systems that held data on expenditures and budget allocations. Since the amount of available funds could not be kept current, errors, penalties and fees resulted.

Solution:
Telecommand unified these systems into a common repository and provided an analytical ability to dice and slice budget and expenditure data along various dimensions and associated hierarchies. We used an Oracle 8.1.7 database and Oracle Discoverer as business intelligence tools. The expenditure data warehouse was also deployed on the web using an Oracle 9iAS application server. The result was access to an accurate budget in real time, in various report formats, from any desired location.

Case #2: Data Warehouse Solution to Improve Wrokflow and Transaction Speed for large Insurance provider

Problem:
Auto insurance claims processor needed better analysis tools to optimize cycle times (turnaround times from claim assignment to receipt of appraisal estimate) relative to the amount of the claim.

Solution:
Telecommand designed the data warehouse and implemented the solution using a leading business intelligence tool. The data warehouse served as a repository of claims data for analysis by the clients of the insurance claims processor, i.e., large insurance companies. This increased the speed, convenience and user friendliness of claims reporting. Errors also were significantly reduced.

Case #3: Payment and Procurement System for CA state government

Problem:
State agency with many locations and field offices needed to automate their paper based payment and procurement system. They were frequently late paying vendors because the system was laborious and payment could not make it through the system in time to avoid late fees. They needed a web application so that those in the main office, the field and in other offices could access the information, track payments and request items for procurement. Further, the application needed to interface with CALSTARS, a financial system used collectively by state agencies.

Solution:
Telecommand used Oracle 9iAS and AS10g to create an ERP application with workflow and approvals built in so that payments could be viewed as they progressed through the system. Payment times and staff labor were drastically reduced.
